Plant Services Certification

The Plant Services Division provides a number of certifications required for regulated commodities that are transported to other states and foreign countries. In order to submit any of these forms, you must first download and save them to your computer. Fill the form, then submit. Certification Programs

APPLICATION: General Nursery Stock Certification

Assuring market access for Arizona produced nursery stock, programs are in place to certifty a commodity to meet the entry requirements of other states. Many Arizona nursery stock producers/exporters participate in the voluntary Arizona Certified Nursery Program to receive a "General Nursery Stock Certification that meets or exceeds the National Plant Board standards of pest freedom" and generally satisfies most domestic entry requirements. This is an annual certification, vallid from January 1 through December 31 and requires a $250 inspection fee.  Renewal applications are due on February 15th of the preceding certification year.

Some states also require certification for specific pest threats (Ozonium root rot, Brown garden snail, Rose mosaic, etc.) For the most current information and requirements, please contact the destination State Department of Agriculture.  The National Plant Board's website has information on regulations of other states and contact information.

APPLICATION: Ozonium Root Rot Certification (Special Nursery Stock Certification)
Issued to meet the entry requirements of certain states that have instituted a quarantine against Arizona for Ozonium Root Rot. Substantive Policy Statement 08-02 provides the criteria that must be completed.  Ozonium Root Rot Certification is valid for one year (12 months) from date-of-issue and requires a $50 inspection fee.

APPLICATION: Brown Garden Snail Certification (Special Nursery Stock Certification)
Issued to meet the entry requirements of certain states that have instituted a quarantine against Arizona for Brown Garden Snail.  Brown Garden Snail Certification is valid for six months from date-of-issue and requires a $50 inspection fee.

Rose Mosaic Virus Certification (Special Nursery Stock Certification)
Issued to meet the entry requirements of certain states that have institued a quarantine against Arizona for Rose Mosaic Virus Complex.  Rose Mosaic Virus Certification is valid for one year (12 months) from date-of-issue and requires a $50 inspection fee.

Quarantine Holding Area:   

Provided for receivers of regulated nursery stock where required. Please contact your local PSS Office for details on requirements and how to establish a quarantine holding area.

Suspended Shippers List:

Provided for Arizona receivers and regulatory officials those locations outside of Arizona that have been suspended from shipping into Arizona for violating state or federal quarantines.  Please contact Jamie Legg at [email protected] or (602) 542-0992 for additional information.

Export Certification

APPLICATION: Phytosanitary Certificate/ Single Shipment Inspection Certification
Issued to meet the entry requirements for domestic shipments of regulated commodities and nursery stock. Review the requirements of the destination state(s) for more information.

Phytosanitary Field Inspection
Inspection process for commodities, usually seed, that need multiple inspections during their growing period to meet export requirements certifying a crop that is apparently free of or below the tolerence levels of pests, diseases and weeds of concern.
