Arizona Revised Statutes (A.R.S.) § 3-3512 requires stage I vapor recovery systems and components that have been certified by the California Air Resources Board (CARB) or that have been approved by a third party that is recognized by industry and the Weights and Measures Services Division (WMSD) as being accredited to test vapor recovery system components. Additionally, equipment that has been rejected by WMSD are prohibited from use within the State of Arizona.

In Arizona, any Stage I (also known as Phase I) Pre-EVR or Enhanced Enhanced Vapor Recovery (EVR) equipment certified by CARB as identified in any CARB Executive Order or approval letter issued by CARB may be used.  CARB maintains information regarding Phase I EVR and Phase I pre-EVR Executive Orders at https://ww2.arb.ca.gov/our-work/programs/vapor-recovery/vapor-recovery-executive-orders.
