What is a Registered Service Agent (RSA)?

Any licensed business that installs, services, repairs or reconditions a commercial device for hire. Note: Both the business and each Registered Service Representative must be licensed by the Division.

How do I become a RSA?

  • Submit an RSA application to the Division confirming that the applicant possesses the necessary standards and testing equipment and will comply with A.R.S. Title 3, Chapter 19; A.A.C. Title 3 Chapter 7; NIST Handbook 44 and 112 or CARB Executive Orders and other applicable laws.
  • Include a $24.00 license fee with your application

How do I become an RSR?

  • Read the RSR Study Guide, NIST Handbooks 44 and 112!
  • Submit an RSR application or Vapor Recovery RSR application to the Division. If your application is approved you will receive written confirmation that you are eligible to take the test.
  • Schedule and take the RSR Test. All applicants are required to pass the RSR test. You must bring the written confirmation that you receive in the mail, and you must bring a photo ID to the test site.
  • Pay the $4.80 RSR license fee. Note: Do not make fee payment until your employer receives a bill.
  • A temporary license will be issued to you at the test site if you have successfully completed all licensing requirements.

Important Testing Information

We are located at 1688 W Adams Street, Phoenix AZ 85007. Parking is south of the building in Wesley Bolin Plaza or any other lots that do not require a permit/window sticker. Do not park behind (North of) the Agriculture building or you will likely get a parking ticket.

Testing is conducted Mon – Friday from 8:00 AM to 11:00 AM and 1:30 PM to 3:30 PM except state holidays. Pursuant to Arizona Administrative Code R3-7-601 (D)(4),  The Division shall not allow an applicant to take the competency examination more than three (3) times in six (6) months and the applicant must wait seven (7) days prior to retaking the exam. So please make sure you have prepared for the exam prior coming in to take the exam. Additionally, seating is limited to four (4) people at any given time. Please be prepared to wait for an open seat unless you have scheduled an exam in advance.
